Minutes of a Parish Council meeting held on Thursday 29th November 2018 at 7.30 pm in the Village Hall
Councillors: Steve Hunt (Chairman), Mark Frankland, Julia Pearson.

1. Apologies for absence were received from Jamie Rogers and Norman White.
2. Declarations of interest & written requests for dispensation.
2.1 Steve Hunt declared a DPI (Disclosable Pecuniary Interest) item 10.1.
3. Co-option of two councillors to fill the current vacancies
3.1 It was RESOLVED to co-opt Susan Marr to fill one of the two vacancies.
3.1.1 Mrs Marr completed her declaration of acceptance of office form which was countersigned by the Parish Clerk.
3.1.2 Mrs Marr then joined parish councillors around the table.
4. Open Session
4.1 A brief verbal report from Ward Councillor John Hardwick, included:
4.1.1 Seventy seven councillors and clerks attended the recent Summit meeting called by the Leader of Herefordshire Council to discuss 2019/20 budgets etc.
4.1.2 The Parish Liaison Officer, Anthony Bush, had left Herefordshire Council. Phillippa Lydford would be undertaking some of the previous duties for which Mr Bush had been responsible.
4.1.3 Section 106 monies were to be utilised to alleviate parking problems at Mordiford School.
4.1.4 Two senior planning officers were leaving in December … Ed Thomas and Roland Close. Four new officers had started recently.
4.1.5 In response to concerns over a lack of Police presence at PC meetings, West Mercia Police were to endeavour to visit each PC at least twice a year in future.
4.1.6 Balfour Beatty had recently held a briefing for parish councillors and clerks.
4.2 Views of local residents on parish matters, included:
4.2.1 Ditches were blocked with trees and briars along Rectory Road by Daggy Powell’s Lane.
4.2.2 It was noted that Balfour Beatty would be cleaning out the culverts on the main road and one problem area was opposite the two cottages at the entrance to Church Road.
4.2.3 Queries were raised about the possible on-going use of previously permitted temporary caravan accommodation on land in local ownership.
4.2.4 An accumulation of dog litter bags had been found in Rectory Road and Church Lane. It was agreed that a further item in the local newsletter promoting ‘stick and flick’ would be helpful.
5. Minutes of previous meeting
It was RESOLVED to adopt the minutes as a true record and they were signed by the Chairman.
6. Village Maintenance
6.1 Village Contractor invoices for October £231 & November £231 (NB last cut) … It was RESOLVED to pay the two invoices.
6.2 2019/20 ditching work in liaison with local landowners … It was RESOLVED that Jamie Rogers would liaise with the local contractor to undertake necessary works.
7.1 Payment of the Clerk’s October & November salaries was noted.
7.2 Draft precept 2019/20 … Members considered the figures prepared by the Finance Working Group and it was RESOLVED to set a precept of £15k for the financial year 2019/20.
8.1 Members had no objection to application P183579 … Works to trees covered by TPO at Lambourne House, 2, The Orchards, Hampton Bishop. Reduction of canopy by 20% of two Yew trees. It was noted that permission had been granted but not yet displayed on Herefordshire Council’s website.
8.2 Members noted that permission had been granted for application 183755 at Box Tree Cottage, Rectory Road. Pollard Maple to previous cuts. Reduce canopy of Birch by 20%.
9. Neighbourhood Development Plan (NDP)
9.1 The Regulation 16 consultation had concluded on 4th December 2018.
9.2 Comments received from the consultation would be discussed by the Steering Group in the light of advice from the PC planning consultants, Kirkwells, and then considered by the Parish Council at their next meeting in January.
10. Speed … Councillor Steve Hunt left the meeting in accordance with his declared DPI
10.1 It was RESOLVED to pay the Folbigg invoice for the first SID pole @ £98 + VAT.
10.2 It was RESOLVED to purchase a second SID from Elan City and a second pole from Folbigg.
11. Footpaths … No report was available from the Footpaths Officer – George Kerr.
12. Information Items … The following items were noted:
12.1 Balfour Beatty had worked on a ditch crossing on Footpath 1A.
12.2 Herefordshire Council leaflet on Fuel Poverty.
12.3 Herefordshire Council information on future of Museums, Libraries & Archives service.
