Minutes of a Parish Council meeting held on Thursday 27th September 2018 at 7.30 pm in the Village Hall

Present

Councillors: Mark Frankland (In the Chair), Julia Pearson, Jamie Rogers, Norman White.

  1. Apologies for absence were received from Steve Hunt (Chairman).
    • The resignation of Tim Pattison was received – the Clerk would notify the Elections Office.
  1. Declarations of interest & written requests for dispensation … There were none.
  1. To co-opt a councillor to fill the current vacancy
    • Local resident Colin Campbell volunteered to join the parish council to fill the vacancy arising from the resignation of George Kerr.
    • It was RESOLVED to co-opt Mr Campbell who completed his declaration of acceptance of office and took his place at the meeting.
  1. Open Session
    • Ward Councillor John Hardwick gave a brief report on Herefordshire Council matters.
    • Views of local residents on parish matters:
      • A local resident raised queries on planning matters re Whitehall Farm.
  1. Minutes of previous meetings: 26th July and 30th
    • It was RESOLVED to adopt the above minutes which were signed by the Chairman.
  1. Finance … It was RESOLVED to pay items 6.1-6.3.
    • Autela Payroll service invoice no: 14072 (July/Aug/Sept) … £40.22.
    • HMRC quarterly payment … £153.20.
    • Eyelid Productions annual website support … £100.00.
    • Payments made to the Village Contractor under the Clerk’s delegated power, were noted as:

July…£231.00.  August … £231.00.  September … £231.00.

  • Receipt of the second half of the 2018/19 Precept … £5,000.00 … was noted.
  • Payment of the Clerk’s salary for August and September was noted.
  1. Planning
    • Application183243 – Land at 1 Wye Cottages … Proposed development of one dwelling with garage & associated parking & turning, to be determined by Herefordshire Council.

It was RESOLVED to support the above application (subject to a site visit) to be determined by Herefordshire Council.

  • The Licensing Committee’s decision (26.9.18) to grant a licence to Whitehall Farm (application EB/PRO1827) subject to conditions was noted.
    • Concerned residents asked the parish council to consider an appeal against the decision. The Clerk was asked to seek further information on the appeal process and report back to an Extraordinary Meeting of the parish council as soon as possible.
  1. Neighbourhood Development Plan (NDP)

8.1 Due to a change in national planning regulations, Herefordshire Council was required to amend the all NDP documents for processes currently in place.  It was anticipated that the Hampton Bishop documents would be amended by mid-October to enable Regulation 16 to commence.

  1. Speed
    • Following detailed consideration of the ElanCity SID, together with practical arrangements for moving equipment if only one SID were to be purchased, both Councillor Hunt and the Clerk were recommending that two SIDs and two poles be purchased, in the light of favourable terms from both ElanCity (SIDs) and Folbigg Construction (poles).
    • Following perusal of documents and discussion, it was RESOLVED to purchase two SIDs and two poles but to order one set first for erection as soon as possible and the second set shortly afterwards, subject to satisfactory performance etc.
    • Following due consideration, it was RESOLVED to support the proposed speed limit reductions in Mordiford Village.
  1. Play Area … Members considered the annual inspection report and RESOLVED to pay Fran White’s invoice of £58.60.
  1. Footpaths
    • The Footpaths Officer – George Kerr – reported that all paths were in order.
      • He had obtained a quotation for repairs to the fencing behind the bus stop adjacent to the Bunch of Carrots public house. The Clerk did not believe that the fencing was in the ownership of the parish councils but would make enquiries.
    • The Footpaths Officer was supportive of organising themed parish walks as part of the 2019 Herefordshire Walking Festival.
  1. Information Items were noted as:
    • Invitation to summit meeting by Herefordshire Council Leader.
    • Fastershire offer of social media support.
    • Remembrance Sunday programme of events.
    • Guardian news article re Syrian families in Herefordshire.
  1. Matters raised for next meeting
    • Whitehall Farm Licensing permission – possible appeal.
    • 2018/19 Budget.
    • Co-option of councillor.
  1. The date of the next scheduled meeting was noted as 29th November 2018.
