Minutes of a meeting of the Parish Council held on Thursday 7th December 2017 at 7.30 pm in the Village Hall

Parish Councillors:
Steve Hunt (Chairman), Mark Frankland, Tim Pattison & Norman White.
In attendance: Parish Clerk … Lynda Wilcox , Ward Councillor – John Hardwick and seven local residents.

1. Apologies for absence were received from:
1.1 George Kerr.
1.2 Julia Pearson.
1.3 Jamie Rogers.

2. Declarations of interest & written requests for dispensation … There were none.

3. Open Session
3.1 A brief verbal report from Ward Councillor John Hardwick, included:
3.1.1 On-street parking to be introduced in some areas of Hereford City.
3.1.2 The new inner relief road was scheduled to open on Monday which would enable the development of around 800 houses plus a new Fire/Police Station.
3.1.3 Cllr Hardwick had been endeavouring to secure some of the Section 106 monies from the Hampton Dene development to improve parking at Mordiford School.
3.2 Views of local residents on parish matters:
3.2.1 It was noted that a local resident had slipped on moss in the vicinity of the noticeboard at the Bunch of Carrots.
3.2.2 Gulley clearing was required around the village and particularly in Rectory Road.

4. Minutes of previous meeting
It was RESOLVED to adopt the minutes of 28th September 2017, which were signed by the Chairman.

5. Finance … Bank balances were noted as £75061.54.
5.1 It was RESOLVED to pay the following:
5.1.1 Maintenance invoices for Laybys (£52) & Bus stops (£29) for November.
5.2 Report from Finance Working Group:
5.2.1 Setting 2018/19 Precept … It was RESOLVED to follow the recommendation of the Finance Working Group and set a Precept of £10,000.00.
5.2.2 Risk & Asset Register … It was RESOLVED that the Finance Working Group would consider this at a future meeting.
5.3 Completion of the 2016/17 external audit process was noted.
5.4 Payroll payments for October £204.17 and November £204.17 were endorsed.
5.5 A payment to HMRC under delegated powers of £153.20 was endorsed.

6. Planning:
6.1 It was RESOLVED to make the following comments on applications to be determined by Herefordshire Council:
6.1.1 Application 173329 … Three Acres. Propose to dismantle the existing conservatory and to construct a replacement. A small extension to the kitchen.
PC COMMENT … Supported.
6.1.2 Application 174291 … Spinnaker, Rectory Road. Crown reduce a Silver Birch by roughly 25% at the most.
PC COMMENT … Supported.
6.1.3 Application 173999 … Cherry Tree Corner, 8 Pippin Close. Propose to remove or lop a Beech tree in the back garden.
PC COMMENT … Supported.
6.1.4 Application 173411 … Court Farm, Rectory Road. Efficiency enhancement tank for existing anaerobic digester.
PC COMMENT … “Hampton Bishop Parish Council supports this application for an efficiency enhancement tank for the existing anaerobic digester provided it does not generate an increased volume of traffic to and from the digester through village roads. It is hoped that traffic to and from the digester will use the proposed new road direct from the farm to the A438 Ledbury Road.”

6.2 Planning permissions granted by Herefordshire Council
The following permissions were noted:
6.2.1 Application 173328 … Church Villa, Church Lane. Proposed garage/car port.
6.2.2 Application 173693 … Ridgeway, Rectory Road. Proposed removal of five Elder trees from roadside hedge. Replanting with Hawthorn.

6.3 Herefordshire Local Plan – Travellers Sites consultation.
It was RESOLVED not to take part in the consultation because it did not affect the parish.

6.4 Rugby Club application update
Ward Councillor, John Hardwick commented that the Planning Officer had written to the applicant and requested a decision as to whether the original application was to be continued in its original form. It was noted that proposals to amend the original application would require a new application. A decision was anticipated within the next week.

7. Village Areas
7.1 SID (Speed Indicator Device):
7.1.1 The two agreed sites had been notified to Balfour Beatty and site assessments would be undertaken before Christmas if possible, but more likely in January. It was RESOLVED to pay £174 to Herefordshire Council for the process to be undertaken.
7.1.2 It was RESOLVED to purchase one solar powered SID, once the site survey had been completed and approval received.
7.2 Pumping Station near Mordiford Bridge … The Chairman reported that four meetings and two site visits had been held with the Environment Agency and feedback was awaited. It was noted that four new flap valves were currently in situ.
7.3 Ditching … It was RESOLVED to pay Paul Yeomans for undertaking the remaining works for 2017/18 at the agreed price of £300.
7.4 The Chairman reported on a recent meeting that he and the Vice Chairman had heldwith Welsh Water concerning the possibility of upgrading the general drainage system at the same time as works were to be undertaken in the vicinity of the Bunch of Carrots. It was clarified that the proposed works consisted of a new pumping station, not new pipes to replace the old ones. Replacing pipes would be extremely costly and unlikely to be entertained for a number of years.

8. Neighbourhood Development Plan (NDP)
8.1 The planning consultants had repeated their advice to await the outcome of whether the Rugby Club application would proceed in its original form prior to taking the next steps with the NDP.

9. Play Area
9.1 It was RESOLVED to purchase new seats within the play area at a cost of around £600 and these would be fixed in the ground with pegs in February or March .
9.2 To consider payment of November maintenance invoice £60.

10. Orchard
10.1 It was RESOLVED to pay the November maintenance invoice of £80.
10.2 It was RESOLVED to undertake hedge-laying around parish land … approximately 50 meters @ £15 per metre.
10.3 It was RESOLVED to pay Mr Barrell £200 for two grass-cuts.

11. Footpaths … No report was available from the Footpaths Officer.

12. Items raised for next meeting:
12.1 Wye Valley Walk.
12.2 It was RESOLVED that future scheduled meetings would be held on the last Thursday of every other month instead of the fourth Thursday. The next meeting would be held on Thursday 25th January.
12.3 New data protection regulations to come into force on 25th May 2018.
