Minutes of a meeting of the Parish Council held on
Thursday 3rd December 2015 at 7.30 pm in the Village Hall

PRESENT
Parish Councillors: Norman White-Chairman, Mark Frankland, Steve Hunt, Barbara Kerr, Julia Pearson &
James Rogers.
In attendance: Parish Clerk-Lynda Wilcox, Ward Councillor John Hardwick & 3 local residents.

1. APOLOGIES FOR ABSENCE were accepted from Steve Hunt and George Kerr.

2. DECLARATIONS OF INTEREST & WRITTEN DISPENSATION REQUESTS
There were none.

3. OPEN SESSION: Brief verbal reports were received from:

3.1 Ward Councillor … John Hardwick:
3.1.1 Cabinet had agreed to sell some Herefordshire Council holdings, including farms.
3.1.2 £5.5m additional broadband funding was available but it required match funding.
3.1.3 Two serious accidents had occurred within a one week period.
3.1.4 A tree growing out of Redback Bridge over Hampton Meadow had been reported to the relevant officers at Herefordshire Council.
3.2 Chairman’s report:
3.2.1 The current editor of the Village Scene newsletter was likely to have to give up the role and a new editor was being sought.
3.3 Views of local residents on parish matters:
3.3.1 White stones on the verge outside The Elms could cause problems to motorists on the narrow stretch of road. The Ward Councillor offered to take the matter up with the Locality Steward.

4. MINUTES OF PREVIOUS MEETING – 24.9.15.
The minutes were adopted as a true record and signed by the Chairman.

5. FINANCE

5.1 It was RESOLVED to pursue option 1(£1200 + VAT) of the Doormaster quote for new storage shed doors.
5.2 Village maintenance: It was RESOLVED to pay the contractor for the following work:
Bus stops x 3 cuts @ £14.50 & lay-by x 3 cuts @ £26 = £121.50.
5.3 It was noted that the damaged panels at bus shelter by Bunch of Carrots had been repaired.
5.4 Members considered the Finance Working Group recommendation for the 2016/17 Precept and RESOLVED to set a precept of £10k for the financial year 2016/17.
5.5 Receipt of an outstanding Lengthsman grant for 2014/15 in the sum of £549, was noted.
5.6 The clerk clarified that grass-cutting grants to the village hall appeared to be up-to-date.
5.7 Noted: Payment of £134 to HMRC under delegated powers.
5.8 It was RESOLVED to pay Folbigg for the supply of posts for noticeboard: £120 + £24 VAT.

6. PLANNING

6.1 Members supported the following applications to be determined by Herefordshire Council:
6.1.1 Land opposite 22-32 Perrystone Lane,Tupsley. Application 153286. Proposed reserved matters application for outline permission 130541 for 17 no. affordable dwellings.
6.1.2 Foxwhelp House, 5 The Orchards. Application 153318. Proposal to fell 7 Pine Spruce trees.
6.1.3 Bunch of Carrots. Application 153332. Reduction of two Weeping Willows.
6.2 Noted: Herefordshire Council had granted permission for the following planning applications:
6.2.1 Field Meadow Farm. Application 153061. Proposed steel portal framed agricultural building. NB: Permission granted under agricultural and forestry buildings and operations for which prior approval is not required.
6.2.2 Rosebank, Rectory Road. Application 152834. Fell Fir Tree.
6.2.3 Stanford House, Rectory Road. Application 152791.Proposed works to Oak & Ash trees.
6.2.4 Hampton House, Church Lane. Application 153047. Proposed works to mixed hedge trees including Ash, Field Maple and Hawthorn.

7. NEIGHBOURHOOD PLAN
It was RESOLVED that Kirkwells would be invited to attend the next meeting of the Steering Group, hopefully to be set in January 2016.

8. FOOTPATHS

8.1 The meeting received a report from Mrs Kerr on behalf of the Footpaths Officer.
8.2 It was RESOLVED to pay EnviroAbility £110 for the siting of a metal gate obtained from Balfour Beatty (free of charge) following the intervention of the Ward Councillor.

9. PLAY AREA
It was RESOLVED to pay the contractor for 3 cuts @ £30 = £90.

10. ORCHARD
It was RESOLVED to pay the contractor for 2 cuts @ £30 = £60 & 1 including ditch @ £35 = £95.

11. DITCHING

11.1 The majority of the ditching works had been undertaken and it was RESOLVED to pay PB Yeomans £1,165.50 + VAT.
11.2 A small area had not been able to be included in the day’s work and it was RESOLVED that the contractor be requested to quote to return and complete the remaining works.

12. INFORMATION ITEMS

12.1 Engagement sessions run by Adults & Wellbeing Directorate of Herefordshire Council.

13. MATTERS RAISED FOR NEXT SCHEDULED MEETING
There were none.

14. MEETING DATES 2016
The following dates were agreed:
28th January, 31st March, 26th May, 28th July, 29th September, 24th November.
