Minutes of a scheduled meeting of the Parish Council held on
Thursday 28th July 2016 at 7.30 pm in the Village Hall

PRESENT
Councillors: Norman White (In the Chair), Mark Frankland, Barbara Kerr, George Kerr, Julia Pearson.

IN ATTENDANCE
Parish Clerk-Lynda Wilcox Ward Councillor-John Hardwick 7 members of the public.

1. APOLOGIES FOR ABSENCE were accepted from: Steve Hunt.

2. DECLARATIONS OF INTEREST & WRITTEN DISPENSATION REQUESTS: There were none.

3. OPEN SESSION: Brief verbal reports were received from:

3.1 Ward Councillor … John Hardwick, including:
3.1.1 Update on speed reduction measures which highlighted the fact that a very long waiting list for speed reduction measures meant a wait of several years for Hampton Bishop which was already on the list but not near the top.
3.1.2 Between 2010 & 2020, savings of £80m were required by Herefordshire Council.
£10.9m had been identified for the current year and £7m for next year.
3.1.3 The Lengthsman and P3 grants were disappearing and PCs were encouraged to increase their precepts to take on services which Herefordshire Council were no longer able to provide.
3.1.4 Three Neighbourhood Plans went to referendum on 7th July: Wellington, Brimfield & Little Hereford, and Fownhope. The latter had only received a 67% turnout, which was the lowest to date, in the county.
3.1.5 Herefordshire Council would be launching a new website in the autumn.

3.2 Views of local residents on parish matters:
3.2.1 A Willow tree in Church Lane was becoming a safety hazard for traffic.
3.2.2 A site visit would be arranged with the Localities manager to look at the tree growing out of the bridge and the Willow tree mentioned above.

4. ADOPTION OF MINUTES … It was RESOLVED to adopt the following 3 sets of minutes:

4.1 Scheduled meeting 26.5.16.
4.2 Extraordinary meeting 16.6.16.
4.3 Extraordinary meeting 23.6.16.

5. FINANCE

5.1 It was RESOLVED to endorse payment of £133.80 to HMRC under delegated powers.
5.2 It was RESOLVED to pay for layby grass-cutting in June/July in the sum of £104.00.
5.3 It was RESOLVED to pay for bus stop grass-cutting in June/July in the sum of £58.00.
5.4 Consideration of a grant to the Villagers Association for grass-cutting around the hall during 2016/17, would take place at the next meeting, as the clerk required a letter applying for a donation rather than an invoice.
5.5 Consideration of a grant towards the village magazine for 2016/17 would take place at the next meeting, as the clerk required a letter applying for a donation, rather than an invoice.

6. PLANNING

6.1 It was RESOLVED to support the following application for determination by Herefordshire Council:
6.1.1 Land opposite 22-32 Perrystone Lane, Tupsley App. P162105/AM … proposed non-material amendment to planning permission ref 153286 (Proposed reserved matters application for outline permission 130541 for 17 no. affordable dwellings) – Seeking to raise the FFL by 300mm.

6.2 Planning permissions granted by Herefordshire Council were noted as follows:
6.2.1 Court Farm – Rectory Road App.160771 … addition of digestate clean up equipment.
6.2.2 Land east of Hampton Dene Road App. 161196 … variation of a condition 1 of planning permission 151360, for revised site layout.

6.3 Comments under delegated powers for works to trees in conservation area, were noted as follows:
6.3.1 Land at The Gables App: 161710 … works to various trees: SUPPORTED.
6.3.2 Box Tree Cottage, Rectory Road App: 161899 … proposed works to Ash and Laburnum – reduce the crowns on both trees: SUPPORTED.

6.4 Permitted works to trees within a conservation area, were noted as follows:
6.4.1 8.3.1 River View App.161100 works to trees
6.4.2 Sycamore House, Rectory Road App. 161295 … works to trees.
6.4.3 Church Farm, Whitehall Road App. 161360 … works to various trees.

7. NEIGHBOURHOOD PLAN (NP)

7.1 The clerk gave an update and next steps were considered:
7.1.1 Because the ‘minor additions/amendments had not actually been made to the NP when it was adopted for the formal six week consultation period by the parish council at the Extraordinary Meeting on 16th June, the clerk advised that the final version of the NP should go to the September meeting. It was RESOLVED to follow the clerk’s advice.

8. PLAY AREA

8.1 Members noted the annual report and RESOLVED to pass it on to Steve Hunt for report back on action required. It was further RESOLVED to pay the inspection invoice of £50.60 + VAT.
8.2 It was RESOLVED to pay grass-cutting invoices for June & July in the sum of £120.00.

9. ORCHARD

9.1 It was RESOLVED to pay grass-cutting/ditch maintenance invoices for June & July in the sum of £160.00.

10. STANDING ORDERS (SOs)
It was RESOLVED to adopt the revised Standing Orders which were in line with 2016 legal requirements.

11. FINANCIAL REGULATIONS
It was RESOLVED to adopt the revised Financial Regulations which were in line with 2016 legal requirements.

12. FOOTPATHS
The Footpaths Officer (George Kerr) had no items to report, but was investigating the cost of plaques for footpaths which had received parish council maintenance funding.

13. MATTERS RAISED FOR NEXT SCHEDULED MEETING on 29th September 2016.
Noted: remaining meeting date for 2016: 24th November.
