Minutes of a meeting of the Parish Council on
Thursday 28th January 2016 at 7.30 pm in the Village Hall

PRESENT
Parish Councillors: Norman White (Chairman), Mark Frankland, George Kerr, Steve Hunt, Jamie Rogers.
In attendance: Parish Clerk-Lynda Wilcox. 4 local residents.

1. APOLOGIES FOR ABSENCE were accepted from:

1.1 Barbara Kerr.
1.2 Julia Pearson.

2. DECLARATIONS OF INTEREST & WRITTEN DISPENSATION REQUESTS
There were none.

3. OPEN SESSION: Brief verbal reports were received from:

3.1 Ward Councillor … John Hardwick:
3.1.1 John Hardwick, Jamie Rogers and the Balfour Beatty Locality Steward had inspected the ditches and a culvert was cleaned out by Herefordshire Council (HC) a few days’ later. The culvert at the end of Church Lane had been jetted. The extra capacity in the ditches had proved to be very worthwhile during the recent heavy rainfall.
3.1.2 The 40mph speed limit request throughout the village was on a list at Herefordshire Council but the clerk would send a reminder to the Council and copy it to the Ward Councillor.
3.1.3 The HC budget for 2016/17 had risen by 1.9% in addition to the increase of 2% which was ring-fenced for adult social care. The increase per Band D property in the parish would £50 per annum.
3.2 Chairman’s report:
3.2.1 Roadside stones had been removed from outside The Elms.
3.2.2 Western Power had cut some trees down alongside the B4224.
3.2.3 A chestnut tree opposite the residential home (back of Church Villa) appeared to have a fungal disease. The clerk would report the matter to the Locality Steward.
3.2.4 The Locality Steward would also be asked to look at the tree growing out of the hump-backed bridge over the Lugg.
3.3 To receive views of local residents on parish matters:
3.3.1 A local resident reported a blocked culvert which Jamie Rogers offered to look into.

4. MINUTES OF PREVIOUS MEETING – 3.12.15.
The minutes were adopted as a true record and signed by the Chairman.

5. FINANCE

5.1 It was RESOLVED to give a grant of £300 towards the printing of Village Scene.
5.2 It was RESOLVED to give the Villagers’ Association a grant of £250 for grass-cutting during 2016/17.
5.3 It was RESOLVED to pay HALC’s 2016/17 subscription of £355.94 + VAT.
5.4 It was RESOLVED to pay HALC’s invoice for photocopying of £30.65 + VAT.

6. PLANNING
It was RESOLVED to support the following planning applications:

6.1 Old Rectory Cottage, Rectory Road: App 153589 Construction of 2 bay detached garage.
6.2 The Gables & adjacent field: App P153529/K … Proposed works to various trees.
To note permitted works to trees within a conservation area:
6.3 Layby off B4224: Proposal to dismantle and pollard x 4 Willow trees.
To following withdrawn application was noted:
6.4 Reserved matters for 190 new dwellings with 35% affordable housing & associated infrastructure (Rugby Club) App.151642. Land east of Holywell Gutter Lane.
The following planning permission determined by Herefordshire Council, was noted:
6.5 The Elms – Church Lane: App. P153575/F … Proposed revisions to agricultural curtilage & erection of replacement outbuilding.

7. NEIGHBOURHOOD PLAN

7.1 The next meeting of Neighbourhood Plan Steering Group was noted as 2.00 pm Tuesday 4th February in the Village Hall.

8. FOOTPATHS

8.1 The meeting received a report from the Footpaths Officer, including:
8.1.1 Installation of a metal self-closing gate on HB4.
8.1.2 Remedial work to a wooden kissing gate and adjoining fence posts and rails had been undertaken on HB1.
8.2 It was RESOLVED to pay the EnviroAbility invoice for the HBI kissing gate repair, in the sum of £303.11.

9. LOCAL TRANSPORT PLAN
It was RESOLVED that councillors would make individual comments on the following site: www.herefordshire.gov.uk/LTP-consultation

10. PLAY AREA: Booking of the 2016 playground inspection was noted.

11. ORCHARD
It was RESOLVED to pay R J Barrell for grass-cutting work undertaken in May 2015 in the sum of £ . Steve Hunt would book the contractor to under the same grass-cutting work in May 2016.

12. INFORMATION ITEMS were noted.

13. MATTERS RAISED FOR NEXT SCHEDULED MEETING: 31st March 2016:

13.1 Parish pond.
13.2 Signage around the parish.
