HAMPTON BISHOP PARISH COUNCIL Minutes of a scheduled meeting of the Parish Council held on Thursday 24th September 2015 at 7.30 pm in the Village Hall
Parish Councillors: Norman White-Chairman, Mark Frankland, Steve Hunt, Barbara Kerr, George Kerr, Julia Pearson & James Rogers.
In attendance: Parish Clerk-Lynda Wilcox, Ward Councillor John Hardwick & 6 local residents.
1. TO ACCEPT APOLOGIES FOR ABSENCE
2. TO RECEIVE DECLARATIONS OF INTEREST & WRITTEN DISPENSATION REQUESTS
3. OPEN SESSION: To receive brief verbal reports from:
3.1 Ward Councillor John Hardwick reported:
3.1.1 Herefordshire Council’s 2016/17 budget consultation had gone live until 9th October.
3.1.2 Voluntary redundancies were taking place as part of the package to cut a further £42m from their budget over the next four years.
3.1.3 Transport officers were to meet with Mordiford PC the following week to talk about speed issues within their parish.
3.1.4 The Inspector had completed her report on the Core Strategy and it was therefore hoped that it would be adopted by Herefordshire Council in October.
3.2 The Chairman reported:
3.2.1 Royal Mail had installed a new mail box in place of the one stolen from the bus stop at the Bunch of Carrots.
3.2.2 He had heard rumours of parking meters being installed in St Owen Street.
3.3 Local residents raised the following parish matters:
3.3.1 Yellow bags with rubbish dumped at the end of Daggy Powell’s Lane.
3.3.2 Missing junction sign from junction with Whitehall road from Mordiford end. It was noted that this had been removed following a car accident.
4. MINUTES OF PREVIOUS MEETING – 23.7.15.
The minutes were adopted and signed by the Chairman as a true record, with the following amendment: Steve Hunt and Jamie Rogers to be added to those present.
5.1 The following bank balances were noted: Current … £500 Reserve … £68,756.40.
5.2 The conclusion of the external audit was noted and it was RESOLVED to pay Grant Thornton’s invoice of £225 + £45 VAT.
5.3 It was RESOLVED to pay Eyelid Production’s website hosting fee of £120 for September 2015-August 2016.
5.4 Quotations for new storage shed doors were not available and the matter would therefore be placed on the next agenda, together with the future use of the building.
5.5 It was RESOLVED to pay for four grass-cuts of the layby @ £26 per cut, i.e. £104. It was further RESOLVED to pay for four grass-cuts around the bus stops @ £14.50 per cut, i.e. £58.
5.6 Following the addition of safety improvements requested by the parish council, it was RESOLVED to pay Enviroability’s original invoice for repairing & fitting a new noticeboard, in the sum of £1090.00, as well as additional works involving a concrete base for £277.50.
5.7 It was RESOLVED that the Finance Working Group would consider the budget for 2016/17 to enable a precept to be set at the next meeting.
6.1 Members considered comments on the following planning applications for determination by Herefordshire Council:
6.1.1 App: 152631 Land to the east of Holywell Gutter Lane (Rugy Club application). Reserved Matters application for residential development of 190 units (53 to be affordable) … Claremont Property Group Ltd.
It was RESOLVED to delegate comments to the clerk, in consultation with appropriate planning advisers.
6.1.2 App: 152489 Court Farm – Rectory Road … Proposed addition of gas upgrade equipment and associated infrastructure as well as a 600KW CHP unit to run the upgrade equipment … Mr Nick Layton.
It was RESOLVED to support the application.
6.1.3 App: 152551 Rosebank – Rectory Road … Proposed pitched roof to front porch, new slilp dormer roof to front elevation and all walls to be rendered … Mr & Mrs R Hayde.
It was RESOLVED to support the application.
6.2 Development at land off Hampton Dene Road by Barratt Homes … to consider the provision of street lighting in the form of LED lanterns.
In response to a query from Herefordshire Council, it was RESOLVED to request that street lighting be incorporated within the development.
6.3 App: 152232 Land adjacent to Hampton Park Road … proposed erection of five dwellings with associated vehicle access.
To note parish council comments under delegated powers between meetings: “Hampton Bishop Parish Council objects to the above planning application because the density is far too high for the plot of land and out-of-keeping with surrounding dwellings.”
7. VILLAGE HALL
7.1 It was RESOLVED to give a grass-cutting donation of £250 for the financial year 2015/16.
7.2 In response to a request from the Villagers’ Association, it was RESOLVED that the parish council would authorise it’s contractor to cut back vegetation along the hall access road as a gesture of goodwill, recognising such maintenance was the responsibility of the Villagers’ Association under the terms of the lease.
7.3 The meeting considered a neighbour request to plant a hedge around the bio disc and it was RESOLVED to grant permission, provided that the Villagers’ Association had no objection. It was noted that the neighbour would be responsible for the maintenance of the hedge.
8. NEIGHBOURHOOD PLAN
Pending the adoption of Herefordshire Council’s Core Strategy in October, it was RESOLVED to seek dates when Kirkwells would be able to attend a meeting of the Neighbourhood Plan Working Group to proceed to the next stage of the Plan.
The Footpaths Officer, George Kerr, spoke to his written report and confirmed that there were no outstanding issues on parish footpaths.
10. PLAY AREA
10.1 It was RESOLVED to pay the annual playground inspection fee of £50.60 plus £10.12 VAT.
10.2 Steve Hunt declared a disclosable pecuniary interest and left the room.
It was RESOLVED to pay the Folbigg invoice for repairs to benches and the entrance gate for the sum of £238 + £47.60 VAT.
10.3 It was RESOLVED to pay for four grass-cuts during September and October at a cost of £30 per cut, i.e. £120.
It was RESOLVED to pay for four grass-cuts @ £30 each plus i.e. £120 plus two sets of ditch work @ £5 each i.e. £10 during August and September at a total cost of £130.
Members considered quotes for ditching works around the parish in conjunction with local landowners and agreed to authorise the contractor who was able to undertake the work at the earliest opportunity.
13. SPEED LIMITS: To consider traffic regulation order to include Whitehall Road junction.
14. INFORMATION SHEET
14.1 Herefordshire Council:
14.1.1 It was noted that an annual property canvass was to be undertaken.
14.1.2 Leaflets were distributed re registering to vote in elections.
14.2 Age UK … request for donation. In line with parish council policy it was RESOLVED not to donate public money.
14.3 Balfour Beatty: Litter Bin Management – Summary Guidance noted.
15. MATTERS RAISED FOR NEXT SCHEDULED MEETING: Thursday 26th November 2015:
15.1 Future support for Village News.
15.2 Clarification on contributions to Village Hall grass-cutting.
15.3 Setting of Precept for 2016/17.
15.4 Renewal of activity on Neighbourhood Plan.
