Minutes of a Parish Council Meeting held on Thursday 15th March 2018 at 7.30 pm in the Village Hall

Present
Councillors: Steve Hunt (Chairman), Mark Frankland, George Kerr, Tim Pattison, Julia Pearson, Jamie Rogers, Norman White.
In attendance … Lynda Wilcox – Parish Clerk and 11 local residents.

1. Apologies for absence … None received, all members present.
1.1 Ward Councillor John Hardwick was unable to attend.

2. Declarations of interest & written requests for dispensation
2.1 Norman White declared a DPI (Disclosable Pecuniary Interest) in item 6.1.1 and signed the book accordingly.

3. Open Session
3.1 A brief report from Ward Councillor John Hardwick was read by the Clerk and included:
3.1.1 Jonathan Lester was now the new Leader of Herefordshire Council following the resignation of Tony Johnson.
3.1.2 Elissa Swinglehurst would be taking over Jonathan Lester’s Cabinet duties in relation to Childrens Services.
3.1.3 Consultation on the western bypass would end on 20th March.

3.2 Views of local residents on parish matters included:
3.2.1 Initial thoughts on a new planning application for the Rugby Club site.
3.2.2 Update on proposed new road from Court Farm to the A438 Ledbury Road.
3.2.3 Possibility of dog litter bins being sited around the parish, together with signs aimed at deterring dog fouling.

4. Minutes of previous meeting: 25th January 2018.
4.1 It was RESOLVED to adopt the minutes as a true record and they were signed by the Chairman.

5. Finance
5.1 It was RESOLVED to make the following payments:
5.1.1 Payroll for February £204.17 & March £204.17.
5.1.2 Autela Payroll Services … Noted that Quarter 3 had already been paid.
5.1.3 HALC annual subscription 2018/19 … £380.16 + VAT.
5.1.4 Annual hosting fee for website to 123 Connect … £49 + VAT.
5.2 It was RESOLVED to consider the 2018/19 contract for village maintenance at the next meeting.

6. Planning
In accordance with his declaration above, Norman White left the roof

6.1 Following discussion it was RESOLVED to support the following two applications to be determined by Herefordshire Council:
6.1.1 Application 180381 – Land at New Fairfield. Change of use of ground floor of existing annexe from canine hydrotherapy unit to residential and construction of single storey extensions.
6.1.2 Application 180109 – Land at Coach House, Holywell Gutter Lane. Proposed bungalow and associated works.
Norman White returned to the meeting.

6.2 The following planning permission and Listed Building Consent was noted:
6.2.1 Applications 163258 & 163259 – Meadow Cottage, Hampton Dene Road. Proposed extension and rebuilding of existing lean-to structures.

7. Speed Reduction … To receive update on SID installation
7.1 It was noted that research was being undertaken on the two proposed sites because of the proximity of a gas main at both sites.

8. Neighbourhood Development Plan (NDP)
8.1 The Clerk explained that the NDP had been updated to reflect the refusal of reserved matters on the original Rugby Club planning application and to correct a few typos. It was RESOLVED to adopt the updated NDP and to undertake the formal consultation period (Regulation 14) between 19th March & 14th May 2018.
8.2 Members RESOLVED to have the NDP as the theme for the Annual Parish Meeting which would be held prior to the conclusion on the NDP consultation – date yet to be agreed with the Village Hall.

9. General Data Protection Regulations (GDPR) in force from 25th May 2018
9.1 It was RESOLVED that a Working Group consisting of Mark Freeman and the Clerk would draft relevant documents in line with NALC’s GDPR Toolkit, for presentation and adoption at the May meeting.

10. Footpaths
10.1 Quotes had been sought for the erection of finger posts – the cheapest of which was £100.
10.2 The Big Spring Walk on Sunday 18th March was noted.

11. Parish Orchard
In response to a recent request, it was RESOLVED to use the parish orchard as an overflow car park for the Church Fete in June.

12. Items raised for next meeting:
12.1 Annual Play Area Inspection.

13. Date of next meeting … Noted as Thursday 31st May 2018.
NB: Remaining meeting dates 2018 … 26th July, 27th September & 29th November.
